1999 St. Louis
The following motions were passed by the AATF Executive Council on July
9-10, 1999 and subsequently approved by the Assembly of Delegates on
July 13, 1999:
It was moved:
That the Executive Council agenda for the St. Louis
convention be approved.
That the minutes of the Executive Council meetings at
the July 1998 Montreal, Quebec convention be approved.
That an outstanding chapter award be given for the
highest and second highest percentage increase in membership recruitment
for large and small chapter categories.
That the AATF convention site for 2004 be Quebec City
with San Francisco as back-up.
That the recommendation of the Nominating Committee for
President-Elect 2000 and Vice-President, 2000-2002 be adopted:
President–Mary Jo Netherton (Region VI Representative from KY) and
Jean-Pierre Piriou (Vice-President from Georgia) with Sister Mary Helen
Kashuba (former Region IV Representative from PA) as alternate;
Vice-President, Brenda Benzin (Western NY Chapter President) and Lena
Lucietto (Co-Chair, FLES* Commission from LA) with Barbara Ransford
(President of the Arkansas Chapter) as alternate.
That Albert Valdman, Past-President of the AATF, Polly
Platt, author and our keynote speaker, and Michel Robitaille, Ministère
des relations internationales du Québec, be named Honorary members of
the Association.
That the projected operating budget of $581,486 for FY00
be approved, including:
$5000 for Small Grant Awards,
10,000 FF for membership in the
Fédération internationale des
professeurs de français,
$20,000 for membership in the Joint National Committee for
Languages/National Council for Languages and International Studies,
$6475 for honoraria for National French Contest Chairs, and
$5000 of the Grew bequest for National French Week activities.
That the remaining $5000 from the Grew bequest be used to fund a promotional poster project.
That the AATF Steering Committee (composed of the
President, Executive Director, Senior Vice-President, Senior Regional
Representative, and one other Regional Representative) be authorized to
investigate, evaluate, and select a marketing campaign to be funded with
income from the Endowment Fund not to exceed $40,000.
That Article IV of the AATF constitution: Officers: Executive Council be reworded as follows:
"The officers of the
Association shall be: the President, three Vice-Presidents, and the
Immediate Past-President or President-Elect (when in office). The
foregoing officers, the Executive Director, the Regional
Representatives, the
Editor and Managing Editor of the French Review, the Director of the
National French Contest, and the Editor of the National Bulletin, each
selected for a term of three years, shall constitute the Executive
Council." (Same last sentence.)
As required by the By-Laws, this motion which affected
the AATF Constitution was presented in Montreal and disseminated to the
entire membership in the May 1999French Review to be voted on in St.
Louis.
That the Excellence in Teaching Awards henceforth be
named the AATF Dorothy S. Ludwig Excellence in Teaching Awards with a
$400 award at each level provided by Robert Ludwig.
That an AATF National Culture through the Arts Award be
established to recognize someone who has been instrumental in promoting
French.
That the agenda for the 1999 Assembly of Delegates be
adopted.
That the following resolutions of the Executive Council
be adopted:
Resolutions
Be it resolved that the Executive Council and the entire
AATF, on the occasion of its seventy-second Annual Meeting, held in St.
Louis, Missouri, from July 11-14, 1999, offers its gratitude and deep
appreciation to the following individuals and organizations that have
made important contributions to the success of the meeting:
extends its appreciation to the following members of the
local St. Louis committee for their contributions:
Barbara Sandmel for the restaurant tour, Gwenne Hickman for the packets
on Southern Illinois and St. Louis; Lisa Hodges for the luncheon and
banquet table decorations; Jane Robert for the many meal and
entertainment arrangements, special visits, as well as the agreement
with TWA; Brian Kennelly for the link to Webster University and the
mayoral proclamation; Jacques Chicoineau, a prominent member of the
Francophone community in St. Louis and a forty-year member of the AATF;

badges, and Petit Culturemedia which co-sponsored the keynote speaker;

1998 Montreal, Quebec
The following motions were passed unanimously by the AATF Executive
Council on July 21-22, 1998 and subsequently approved by the Assembly of
Delegates on July 25, 1998:
It was moved:
That the Executive Council agenda for the Montreal
convention be approved.
That the minutes of the Executive Council meetings at the Nashville, TN
convention, November 1997, be approved with minor corrections.
That any employee who handles AATF funds be bonded at the expense of the
Association.
That the Executive Director be authorized to write a letter to the ACTFL
Executive Board expressing the concerns of the AATF Executive Council
regarding the contractual arrangements made for the Nashville Convention
held jointly between AATF and ACTFL, November 1997.
That the projected operating budget of $618,705 for FY99 be approved,
including $20,000 for Joint National Committee for Languages, 10,000 FF
for Fédération internationale des professeurs de français, $5000 for
Small Grant Awards, and $1000 for each Commission.
That the recommendations of the Nominating Committee for Vice-President,
1999-2001 be adopted: Geraldine O’Neill and Marie-Christine Koop as
candidates with Margaret Marshall as alternate.
That the AATF Convention site for 2001 be Colorado Springs or Denver
with Seattle as backup; that the AATF Convention site for 2002 be Boston
or New York; that the AATF Convention site for 2003 be Martinique and
Guadeloupe or Quebec City.
That all those receiving an AATF internal award be members of AATF.
That two new divisions–D (Block) and E (Modular) be added to the
National French Contest effective 1999 in order to compensate for
changes in instructional time modules instituted by many schools.
That the AATF increase its monetary allocation for prizes from 26 cents
up to 29 cents per student, based upon the previous year’s enrollment,
effective with National French Contest 1999.
That the following changes in the By-laws be adopted: (a-c)
a) By-Law II:5 Duties of the Officers–Editor of the
French Review
. . . the Editor shall determine, in consultation with the [Executive
Council] Executive Director, the number of pages to be printed in each
new volume of the French Review.
b) By-Law III:6 Elections–Election Rights
6c) To be elected to office, a candidate must receive a [majority] plurality of the votes cast. [Eliminate rest of old paragraph which reads, "or fifty percent more votes than the runner-up ..."]
c) By-Law V:2 Finances–Compensation
. . . The Editor, the Managing Editor, the Advertising Manager of the
French Review [the Editor of any other AATF publications, and the
directors of bureaux], the Editor of the National Bulletin, the Director
of the National French Contest and his or her Assistants may receive
compensation by action of the Executive Council. Each honorarium shall
be determined individually and specified in writing prior to the
beginning of the period of service.
That 1200 pages be approved for Volume 73 (1999-2000) of the
French
Review.
That the contracted service agreement (as amended) specifying a
three-year term of service, compensation, duties, method of evaluation,
renewal procedures, and conditions of termination be accepted as
standard operating procedure for all honoraria recipients of AATF.
That the following honoraria schedule be accepted for 1998 and for the
three-year term of service 1999-2001:

The Steering Committee unanimously moved that Ronald Tobin’s term as
Editor of the French Review (1996-98, ending July 1, 1998) not be
extended by one year and that Christopher Pinet be named Editor
effective immediately. The new Editor will select a Managing Editor as
soon as possible subject to approval of the Executive Council as polled
by the Executive Director.
Whereas Ronald Tobin has served with distinction for 3 years as Managing
Editor and 12 years as Editor-in-Chief of the French Review, the
Executive Council moved to extend to him its heartfelt gratitude for his
outstanding service to the Association and wishes him the best in his
future endeavors.
That Roch Carrier and Jacques Pécheur be named Honorary Members of the
AATF.
That the AATF congratulate Sidney Teitelbaum, Lisa Narug, and Judy
Johannessen for their outstanding work to foster the study of French
through the 1998 Grand Concours and the Coupe du monde.
That the AATF thank Judy Johannessen for representing the AATF in France
for the Coupe du monde trip in such an exemplary manner.
That the AATF congratulate Executive Director Jayne Abrate for her
outstanding services to the AATF during her first year at the new
National Headquarters.
That the AATF make a policy statement endorsing the multilingual
approach and the choice of a foreign language during K-12 programs.
That $25,000 from the income of the Endowment Fund be set aside for
promotional materials and projects to encourage the study of French.
That the plan to mobilize retired teachers of French to help promote
French in the US be accepted.
That the proposal for the Fête nationale de la Francophonie in November
1999 be accepted.
That four new AATF Commissions be established, one each at the following
levels: a) middle school; b) high school; c) community college; and d)
university, and that each be funded at $1000 from the promotion of
French funds.
The following motion was passed unanimously by the Executive Council.
Since it is a change to the Constitution itself, it will be published in
the May 1999 issue of the French Review and voted on at the St. Louis
convention.
Article IV: Officers: Executive Council
The officers of the Association shall be:

Editor and Managing Editor of the French Review, and the Regional
Representatives, each selected for a term of three years; and the
Immediate Past-President or President-Elect, as provided below; the
Director of the National French Contest and the Editor of the National

NEW: the President, three Vice-Presidents, the Immediate Past-President
or President-Elect (when in office). The foregoing officers, the
Executive Director, the Regional Representatives, the Editor and
Managing Editor of the French Review, the Director of the National
French Contest, and the Editor of the National Bulletin, each selected
for a term of three years, shall constitute the Executive Council...
Same last sentence: the Immediate Past-President shall serve on the
Executive Council one year following his or her term as President and
shall be succeeded by the President-Elect one year prior to his or her
assumption of that office.

1997 Nashville
The following motions were passed by the Executive Council on November
18-19, 1997 and subsequently approved by the Delegate Assembly on
November 23, 1997:
It was moved:
That the minutes of the Executive Council meetings at the Lyon, France,
July 1997, be approved with minor corrections.
That the Executive Council agenda for the Nashville meeting be approved
with several additions.
That for the selection of AATF/French Cultural Service Summer
Scholarship recipients for 1998 and beyond, there be a National
Committee chaired by the senior Vice-President of AATF which will
receive the applications ranked by the Regional Representatives.
Selection will be made from the candidates who have completed the
application form and have 3 letters of recommendation, one of which must
come from the Chapter President. In the event the Chapter President is
unable to write a letter, the third letter should come from another
officer of the AATF. In the letters specific topics will be addressed,
but no ranking will be made. At-large candidates will submit their
applications directly to the National Committee.
That a Committee of AATF members review the procedures for selection of
the Teacher of the Year Award and report its recommendations to the
Executive Director.
That the projected operating budget of $644,777 for 1997-98 be approved
with some minor adjustments (includes $2000 for small grant awards and a
minimum of $1000 for each AATF Commission).
That $1000 of the projected operating budget be allocated to fund the
travel expenses for an AATF representative to attend the Fédération
internationale des professeurs de français/Commission Amérique du Nord
meeting in Paris, summer 1998.
That the funds allocated to Fédération internationale des professeurs de
français for 1997 remain at 10,000 FF.
That the annual contribution to Joint National Committee for
Languages/National Council for Languages and International Studies
remain at $20,000 for 1997-98 to be paid in two equal installments.
That 1100 pages be approved for Vol. 71, 1997-98, of the
French Review.
That 1200 pages be approved for Vol. 72, 1998-99, of the French Review.
That a $500 honorarium be award to the Vice-President in charge of
scholarships for 1996-97. In the future this policy will be
discontinued.
That honoraria for 1996-97 be awarded in the following amounts:

Member of the AATF.
That Rebecca Valette, Past-President, be named Honorary Member of the

That Candide Soci, Attaché linguistique à New York, be awarded a plaque
thanking him for his two years of service at the French Cultural
Service.
That regional prizes for National French Contest continue to be merged
with national awards.
That national winners in the National French Contest be defined as the
first ten ranks or top 8% of winning students on a three-year trial
basis beginning with the 1998 Contest.
That the AATF Convention site for 1999 be St. Louis, MO.
That the AATF Convention site for 2000 be Paris in conjunction with the
Fédération internationale des professeurs de français meeting.
That the current Task Force on the Promotion of French be transformed
into a Commission for the Promotion of French.
That the proposed position paper of the AATF Telematics and New
Technologies Commission on the use of the Internet/Web in the French
classroom be published and disseminated for members’ reactions.
That the following resolutions of the Executive Council be adopted:

That Ronald Tobin, Editor-in-Chief of the French Review, be reappointed

It was moved:
That the minutes of the Executive Council meetings in Paris, July 1989,
be approved.
That the recommendation of the Nominating Committee for President and
Vice-President of the AATF, election 1990, be approved.
That the annual budget for on-site visits of the FLES/FLEX Commission,
chaired by Gladys Lipton, be increased for 1990-91 from $4,000 to
$5,000.
That the travel grant for each Summer Scholarship winner be increased
from $300 to $400 for 1991, with the additional possibility of $100 for
each formateur upon the documented completion of two post-scholarship
workshops.
That all applications for summer scholarships require the submission of
a brief recorded tape of the applicant’s spoken French, and that part or
parts of the written application include a French component, and that
the final selection process should involve a telephone conversation in
French between the candidate and the Regional Representative.
That the AATF contribution to Joint National Committee for
Languages/National Council for Languages and International Studies for
1990-91 be increased to $15,000 from the current level of $14,000.
That the revised National French Contest specifications for levels 01-5, as discussed in detail by the Executive Council, be in effect for 1991-95.
That the following recommendations of the Study Eligibility Placement
Chairman be approved:
The Division concept should not be changed.
Level 01 shall be limited to grades 7-8.
Contest Administration shall be restricted to the current 7 levels,
FLES-Level 5.
That the minutes-per-week category shall no longer be among the criteria
for level or division placement.
That eligibility shall depend upon total years studied.
That, with respect to Level 01, students otherwise eligible for Level 01
who have prior classroom study of French for one year or less, shall be
in Division A; students with prior classroom study of more than one year
shall be placed in Division B.
That the tape and mailing charges of the National French Contest be
maintained at 1990 levels, and that the per-test fee be increased by
five cents to 85 cents.
That students of both members and non-members of the AATF continue to be
eligible to sit for the National French Contest, and that the Director
report annually in this regard; and that the fees for students of
non-members shall be twice the members’ fees, with a 25 cent rebate to
the Chapter to compensate for additional accounting procedures.
That the prize money for the National French Contest allocated to
Regional Representatives be increased from 13 cents to 15 cents per
student.
That Harriet Stone be appointed to the position of Managing Editor of
the French Review for a term of three years.
That the number of pages allotted to the French Review
remain at 1200
for Volume 64.
That the total amount allocated for the AATF Small Grants award be
increased from $1000 to $2000 for 1991, with the added stipulation that
all requests be accompanied by documented proof of an attempt to obtain
matching chapter funds, and that two Vice-Presidents of the AATF assist

That the AATF’s annual contribution to the Fédération internationale des

Be it resolved that the AATF on the occasion of its sixty-third Annual
Convention, held in New Orleans, July 2-5, 1990, offer its gratitude and

Didier Destremau, Consul général de France à la Nouvelle Orléans, for
his welcoming remarks at our opening session, July 2;
Michel Orlano, Conseiller culturel adjoint près l’Ambassade de France à
Washington, for his address at the opening session;
Philippe Albou, Attaché culturel près l’Ambassade de France à
Washington, for his address at the opening session;
Claude Kieffer, Attaché linguistique près l’Ambassade de France à New
York, for his continuous active interest in and support of the AATF;

outstanding help in organizing our joint convention;
